Repentance that leads to salvation is more than just being sorry for your sins. (See 1 Corinthians 7:10, Luke 3:8 and Matthew 7:22-23). Saving faith is a gift of God (Ephesians 2:8) and is not a "work" like going forward in an altar call or a "work" like repeating a salvation prayer. In the parable of the seed, the majority who received the Word were not saved (Matthew 13:18-23), even the ones who had joy. When someone has saving faith, they believe God (not just believe in God) because God Himself has revealed Himself to them. In those cases, saying a salvation prayer is confessing with the mouth what God has already revealed to them in their hearts. Most people who go forward in altar calls go forward to "get saved", not because they know God has already saved them. Going forward because you want to "get saved" is OK as long as someone doesn't think they are saved because they went forward. That's why the inquiry room and counseling is absolutely essential.
